This is an International ferry port and if your ship is travelling to an international destination, you will be able to buy duty free goods on board. You will not be able to buy tax-free or duty free goods if your ferry is a domestic sailing, within the same country.

This is a special tax free zone of Malaysia located on the island of Labuan, where you can buy many goods duty free and tax-free. This location has a shopping centre with numerous Duty Free stores, all offering goods at tax free prices. A duty free shop is located at the pier, from where you can take ferries to Brunei.
