Although Grupo Liverpool is named after the famous British city it is a Mexican department store retail company, based in that country. The stores trade under two names, Liverpool y Fábricas de Francia and they have shops located in the key tax-free zones (Zonas Libres) of Cancun, Kukculcan, Los Cabos, Tijuana and Playa del Carmen. All these stores are located in major tourist locations where there is a low or zero tax environment and sell the full range of perfumes, cosmetics, gifts and electrical products.

The actual tax status of some of these goods is ambiguous and different to the usual airport or airline retail, where goods are sold directly without tax or duty. Liverpool’s “duty free” stores are best described as downtown stores, such as those found in Asia, with the local sales tax not added to the price.

Tourists and business travellers all seek a bargain on their travels, hence the many questions related to tax-free and duty-free shopping.
